Dog dumped in ditch, mouth and legs bound with duct tape

Paul Garcia, 39, of Barnhart, Mo., has been arrested and charged with felony animal abuse and armed criminal action.

JEFFERSON COUNTY, Mo. (KMOX) - (UPDATED 4:45 p.m.) The Jefferson County Sheriff's Office has made an arrest in connection with a dog found dumped in a ditch with his mouth and legs duct-taped together. 

A deputy found the dog while on patrol Saturday morning in the area of Old State Road M and Schneider Road. Police say it had been in the ditch for about 12 hours.

The dog was taken to a local animal hospital, where he's been named "Jimmy." He's doing better, but was cold, malnourished and seemed to be suffering from a concussion when he was found.

Paul Garcia, 39, of Barnhart, Mo., has been arrested and charged with felony animal abuse and armed criminal action.

Garcia is in the custody of the Jefferson County Sheriff’s Office. He is being held on a $50,000 cash-only bond.
