JEFFERSON COUNTY, Mo. (KMOX) - New charges have been filed against the 39-year-old Barnhart man accused of abusing a dog by duct taping its legs and mouth and dumping it in a ditch.

Paul Garcia was charged Thursday with being a felon in possession of a firearm and faces up to a decade in prison if found guilty.

The dog that he's accused of torturing has been reunited with his owner and continues to recover.

Garcia told police he bound and dumped the dog after finding him because he thought the animal had cameras that were being used by authorities to spy on him.
