CLAYTON, MO (KMOX) - As St. Louis County businesses reopen on Monday, the county executive is counting on the public to make sure they abide by the guidelines designed to prevent the spread of coronavirus.

"The vast majority of enforcement," says County Executive Sam Page, "comes from public pressure."

Page tells Total Information AM that businesses should screen their employees as they report to work, have them wear masks and enforce social distancing.

He says customers will make sure those guidelines are being followed. "I believe that public pressure to prevent the spread of COVID-19 in our community, will be the vast majority of enforcement. People will be watching. They want to know that they're safe."

So what happens if a business doesn't follow those rules?

"We'll let our county attorney communicate with the businesses," he says, "and the ones that are outliers we'll deal with on a case-by-case basis. But, we'll be watching that very closely."

Page says he'll also be watching closely to make sure the reopening doesn't lead to a new surge in cases.

"We're going to be watching hospital admissions, as our main trend. We're going to be watching our testing results, testing of asymptomatic patients and symptomatic patients and we'll watch the ratio between positive and negative tests. We'll look to our public health officials to guide us. We know that our hospitals have to have capacity to take care of our patients. Our ICU's have to have capacity. So, we'll be watching those trends."

But the county executive says the time to reopen is here: "We're trending in the right direction and we believe it's time to ease some of the restrictions on some of the businesses that have been closed."
