Proposed crime-fighting surveillance planes over St. Louis cause controversy

About 20 people against the surveillance planes traded shouts with one person in support of the planes. 

Among those against, Alicia Hernandez with the American Civil Liberties Union, she says "technology and surveillance has been used to target black activist, immigrants, people of color, any sort of marginalized community members."
